On May 28, 2009, the Department of Transportation announced the availability of funding for Transportation Investment Generating Economic Recovery (TIGER) Discretionary Grants. In response to this notice, the Palouse River Coulee City Railroad Authority, representing Grant, Lincoln, and Spokane Counties and the Port of Whitman County, submitted an application for funding to improve the viability and safety of the PCC Railroad, owned by the State of Washington.

The proposed project addresses the following goals and objectives:

  • Rehabilitate deteriorating infrastructure for long term viability
  • Create and retain jobs in economically distressed rural communities
  • Reduce carbon emissions and fuel consumption
  • Protect the environment and ensure safety
  • Revitalize communities and improve livability
